Senior Specialist, Benefits (Project Management)

The Senior Specialist, Benefits manages and administers all employee benefits programs, ensuring compliance while managing relationships with plan vendors and party administrators. This role also provides guidance and support to employees on benefits matters, ensure accurate benefits enrollment information and reporting, and will support the continued development of RTD's wellness program.

DUTIES & RESPONSIBILITIES:

Benefits and Leave Administration 

Handle the full administration of the agency's benefits and leave programs, ensuring accuracy, compliance, and employee support. 

  • Manages and administers all benefit programs for non-represented employees including medical, dental, vision, voluntary, and retirement. 

  • Serves as the subject matter expert on all benefit plan designs, provisions, policies, and procedures. 

  • Oversees leave programs including FMLA, PLOA, STD, and LTD. 

  • Handles employee inquiries regarding retirement policies, programs, and benefits; consults with vendors or external consultants to resolve issues. 

  • Manages annual open enrollment process, including communication and execution within the HRMS system (Workday). 

Compliance and Vendor Management 

Ensure program compliance, maintain accurate systems and documentations, and manage productive vendor partnerships. 

  • Ensures compliance with applicable federal, state, and local regulations (e.g. FMLA, ACA, etc.). 

  • Manages the annual IRS 1095/1094 documentation and submission processes for both represented and non-represented employees. 

  • Manages benefit reporting and vendor/billing reconciliation. 

  • Updates vendor online systems and HRMS platforms with accurate data. 

  • Maintain productive relationships with plan vendors and third-party administrators. 

Wellness and Programming Support 

Support wellness programming and strategic benefits initiatives to enhance the employee experience. 

  • Assists with development and implementation of RTD's Wellness Program initiatives. 

  • Collaborate on cross-functional projects that support employee health, work-life balance, and innovation of benefits and wellness. 

  • Analyzes trends and employee feedback to support continuous improvements in benefits offerings. 

  • Support continuous improvement and innovation in benefits and wellness programming. 

And 

  • Additional job-related duties as assigned. 

QUALIFICATIONS :

Required    

  • Minimum of five (4) years of experience performing benefits administration and leaves functions. 
  • At least two (2) years of experience managing ACA-required documentation and submittals. 
  • At least two (2) years of experience setting up and managing the open enrollment process in an HCM . 
  • Experience with an employee wellbeing program. 

Preferred  

  • Bachelor's degree in Business Administration, Human Resources, or related field. 
  • PHR and/or SHRM-CP certification preferred. 
  • Experience working within Workday HCM. 

Knowledge, Skills, and Abilities Bullet the proficiencies and abilities that the individual should possess in the role.   

  • Proficiency in FMLA, FAMLI, CFRA, Sick Leave, and current benefits and leave laws. 
  • Proficiency in all aspects of Health Care Reform (ACA). 
  • Proficiency with Microsoft Office Suite; expert-level Excel skills. 
  • Ability to communicate effectively, both orally and in writing.  
  • Ability to manage time and workload effectively, including planning, organizing, and prioritizing. 
  • Ability to use sound judgement and maintain strict confidentiality. 
  • Excellent customer service skills.

Pay Range:

$84,407.00 - $119,224.25 Annual
