Accountant I-II: Fiscal (Finance)



The County of Riverside's Fiscal Analysis unit with the Behavioral Health Department seeks an Accountant I-II to join our team in Riverside. Under direct supervision, the Accountant I-II assists higher level accountants to establish, review, revise, and maintain controls on fiscal record-keeping functions in an accounting subdivision for the Fiscal department; or audits the fiscal records and accounting procedures of special districts or County departments; and performs other related duties as required.

The Accountant I is the first working level classification in the professional Accountant series and reports to a supervisory or manager level position. Incumbents may perform either accounting or auditing functions and are expected to have a broad knowledge of the principles and practices related to these functions in order to facilitate fiscal control and analysis, and to assume working level duties of limited difficulty.

The Accountant I is distinguished from the Accountant II classification in that the latter is the fully qualified journey level classification in the series, having greater scope of responsibility and requiring the exercise of independent judgment in performing complex accounting and auditing tasks.

The Accountant I is a natural progression underfill for the Accountant II. Incumbents are expected to promote to Accountant II after obtaining one year of experience as an Accountant I, meeting the education requirement and obtaining a satisfactory performance evaluation. Failure to promote to the Accountant II class will result in incumbents being returned to their former County classification or new hires being released prior to the end of their probationary period.

Please note: This position requires mandated overtime during peak fiscal periods and other critical deadlines, such as year-end close and budget season.
Essential Duties:

  • Assist with grant management by tracking expenditures, monitoring compliance, and preparing financial reports.
  • Support program management efforts through accurate financial tracking and analysis.
  • Aid in developing and maintaining County budget documentation and forecasts.
  • Perform contractor payment reconciliation, ensuring timely and accurate payment processing and record-keeping.

Desired Qualifications:

  • Experience or coursework in budget and/or grant management.
  • Strong attention to detail, time management skills, and the ability to learn and apply accounting standards in a government setting.

ACCOUNTANT I SALARY

$31.25 - $43.35 Hourly

$5,416.40 - $7,514.66 Monthly

$64,996.83 - $90,175.90 Annually

ACCOUNTANT II SALARY

$32.97 - $45.74 Hourly

$5,714.30 - $7,927.96 Monthly

$68,571.66 - $95,135.58 Annually

  • Transcripts if you minored in Accounting
  • Valid California CPA or CIA license
  • Foreign Equivalency Evaluation from a member of the National Association of Credential Evaluation Services ( NACES ) or Association of International Credential Evaluators, Inc. ( AICE ) if your Accounting degree was awarded outside of the United States.

Note: Education not meeting the 18-semester or 27-quarter unit accounting concentration does not fulfill our educational criteria.

• Analyze the classification and distribution of income and expenditures to proper accounts.
• Develop complex rate or cost models.

OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, auditing, taxation, financial reporting, financial statement analysis, or external and internal reporting.

OPTION II Certification: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.

OPTION III
Education: Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, auditing, taxation, financial reporting, financial statement analysis, or external and internal reporting.

Experience: One year equivalent to the County of Riverside Accountant Trainee classification.

OPTION IV Education: Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting, or another field of that study that included at least 18 semester or 27 quarter units in accounting, auditing, taxation, financial reporting, financial statement analysis, or external and internal reporting.

Experience: Three years of paraprofessional accounting experience equivalent to the County of Riverside Accounting Technician classification series.
ACCOUNTANT I I

OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, auditing, taxation, financial reporting, financial statement analysis, or external and internal reporting. (One year of experience as a professional accountant with the County of Riverside may substitute for the 18 semester or 27 quarter units of specialized coursework.)

Experience: One year of professional level accounting experience equivalent to a County of Riverside Accountant I classification.

OPTION II
Certificate: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.

Experience: One year of professional level accounting experience equivalent to a County of Riverside Accountant I classification.What's Next?
