Healthcare Mandates Manager (Finance)

Job Summary

The Healthcare Mandates Manager is accountable for tracking the implementation of and compliance with applicable mandates. Mandates considered in scope for this role includes but is not limited to regulatory requirements at the state and federal level (i.e. No Surprises Act and Consolidated Appropriations Act), the TRICARE Manuals, mandates related to and governing healthcare benefit design and MCSC/TPA operations under the Defense Health Agency's TRICARE program and Department of Veterans Affairs Community Care Network,, and other applicable rules as they arise.

Education & Experience

Required:

• Bachelors degree in Business Administration, Health Policy Administration, or related field
• U.S. Citizen
• Must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation
• 5+ years' experience in health care and operations management
• 3+ years' health care regulatory or compliance experience
• Excellent written and verbal communication skills
• Experience advising managed care administrators, health plans, or healthcare providers, on operationalizing regulatory mandates

Preferred:

• Familiarity with government-funded healthcare programs
• Familiarity with VA and DoD healthcare programs
• Prior experience with federal government contracting
• Experience working in a health care, professional environment, with the ability to interface with internal and external stakeholders at various levels, including executive leadership
• Experience in data and information analysis and system management
• Prior experience in project management or product management

Key Responsibilities

• Closely collaborates with Office of General Counsel attorneys to develop, implement, and maintain processes for reviewing information about new laws and regulations, and changes in interpretation on laws and regulations obtained from various sources.
• Works with business owners, Project Managers, and other team members on risk-assessing new and revised mandates and determining constituent impact.
• Works with Project Management to track and report out progress on implementation of mandates.
• Identifies and/or assigns business owners, IT leads, and other key accountable parties for mandate deliverables and milestones.
• Reports to leadership on at-risk mandates for potential or actual missed milestones during implementation.
• Tracks corrective action plans for missed implementation milestones and non-compliance post-implementation.
• Develops and implements an effective monitoring program to measure and enforce ongoing compliance post-implementation.
• Works collaboratively with business units, Compliance, and Internal Audit to ensure internal controls are in place and that internal monitoring, auditing and oversight functions are being performed post-implementation, and that deficiencies are corrected
• Regular and reliable attendance is required.

Technical Skills: Proficiency in Microsoft Office (Word, Excel, Outlook).

Working Conditions

Working Conditions:

• Availability to work non-regular hours as necessary
• Works within a standard office environment, with minimal travel
• Extensive computer work with prolonged periods of sitting

TriWest job postings typically include a salary range, which can vary based on the specific role and location, but generally this position pays approx. $128,000 per year.
