At the outpatient centers, we promote overall health and quality of life for individuals, youth and families through evidenced-based therapies and medication management to reduce the impact of mental illness, behavior challenges, and substance use.
The licensed Behavioral Health Program Manager manages all aspects of services provided at the Outpatient Center and reports directly to the Center Director. The Center provides clinic-based services for children and adults with mental illness and/or substance use disorders. Services include comprehensive biopsychosocial assessments, treatment and safety planning, individual and group therapies, crisis intervention, and psychiatric and nursing services. In addition to supervisory duties the Program Managers may carry a small caseload and provide direct services as needed to ensure adequate staffing and access to care.
Duties & Responsibilities:
Organizes, directs, and coordinates the delivery of clinical services at the outpatient center to ensure services are adequate, appropriate, and accessible for people served, and in line with DBHDD and CCBHC standards. Provides direct supervision of outpatient clinical staff and paraprofessionals. Demonstrates support and leadership in problem solving and addressing programmatic issues, including staff coverage, PTO/leave, progressive disciplinary issues, etc.Assists in the development of program protocols and regularly assesses team compliance with DBHDD, CCBHC and CARF accreditation standards, as well as agency policy and procedures. Ensures staff understand Open Access, Just in Time scheduling, Hospital Discharge process, documentation and KPI standards and expectations; provides monitoring and guidance for improvements to ensure established targets are met. ManagesFailed Claims/Failed Activities to ensure errors are fixed and staff have knowledge to prevent errors, leading to maximum reimbursement for services provided.Works with the Director to prepare and submit budget requests based on program needs. Serves as the center liaison with internal and external programs, facilities client transfers in/out of the outpatient program to ensure continuity of care is maintained and the appropriate level of care is being provided, in accordance with DBHDD service guidelines. Promotes continuous improvement of clinical and administrative processes to include implementation of strategies to improve access to care/scheduling practices, quality services, efficiency, and effectiveness of clinical care (e.g., use of outcome tools- PHQ9, GAD 7, ACE). Assists Center Director in addressing client related issues (including but not limited to client feedback/comments and complaints).Maintains working relationships with other service providers in the agency and community to optimize resources available to the client.
Clinical Supervision
Provides effective leadership to ensure the clinical team provides effective clinical care using evidenced-based practices and monitors compliance with Suicide prevention Plan SOP and related policy and procedures.Provides clinical supervision (minimum once monthly) to all clinical staff (regardless of licensure); promotes a team culture of learning that enables staff to openly question, reflect, and learn from their practice.Responsible for professional development and education of staff members including coordinating in-service trainings; reviewing care plans, assessments, treatment /progress notes and interventions provided. Reviews documentation for conformity to agency and payer requirements.Communicates expectations for Quality measures to clinical staff and monitors their metrics monthly. Assist staff with identifying barriers to meeting floor values and monitors implementation of improvement plan. take appropriate corrective actions if metrics are not met each quarter.
Clinical Services & Documentation
Provides individual and group therapies using evidenced-based treatments (35% of time)Arrange appointment schedule to maximize use of work time/manager duties.conducts face-to-face comprehensive assessments, assists with intakes (as needed) to identify problems and service needs. Provides individual, family, or group therapy in accordance with treatment plan and authorizations.Active involvement in crisis interventions/crisis walk-ins and coordination of 1013 process.Monitors client progress and compliance with the service plan. Writes timely progress notes that relate directly to the treatment outcomes described in the service plan.Identifies unmet needs, reviews available resources, and modifies the treatment plan as indicated. Requests treatment authorizations and re-authorizations within required time frames. Provides and bills only those services that are authorized.
Staff/Talent Management
Recommends hires, trains, and evaluates the performance of subordinate staff. Utilizes coaching and involves subordinates in the identification and solution of program issues and the implementation of required program changes. Follows FLSA & other legal and agency requirements regarding scheduling, hours worked and granting of compensatory time and overtime for non-exempt subordinates. Reviews of time records submitted by non-exempt staff for accuracy and completeness.Apply consistent standards for approval or denial of leave that comply with agency policies and procedures related to use of leave and suggested minimum balances.Monitors staff leave balances and or leave use are below standards and/or take other appropriate disciplinary actions
Team Leadership
Effectively manages and guides group efforts; tracks team progress, adequately anticipates roadblocks, changes courses as needed to achieve team goalsProvides appropriate feedback concerning group and individual performance, including areas of strengths and areas for improvement.Conducts biannual performance evaluations on direct reports.
Minimum Qualifications:
Master's degree in social work and counseling from an accredited college or university and licensure in the area of assignment as an LCSW or LPC and three (3) years of experience at the lower level Social Worker, Licensed 3 (HCP052) or position equivalent; or Master's degree in social work and counseling from an accredited college or university and licensure in the area of assignment and three (3) years of experience in the provision of therapeutic services with, which includes one (1) year in a managerial or supervisory role.
Preferred Qualifications:
Experience with Carelogic or other ECR/EMR At least one year of experience working in Community Mental Health with SPMI &/or SUDMust pass criminal records fingerprint check.Trained or certified in evidence-based treatments (i.e., DBT, CBT, EMDR, MI).
Requirements/Competencies:
Must be able to lift 20 pounds.Requires long periods of sitting/standing.Must have valid Georgia drivers license and Motor Vehicle Record in accordance with company policy.Candidates for selection must pass a criminal background check (including fingerprinting).Must pass a pre-employment drug screen and subject to random drug screens.Any combination of training and experience would have enabled the applicant to acquire the necessary knowledge, skills, and abilities.
