JOB OVERVIEW :

Under the general guidance and supervision of the Director of Emergency Management, performs administrative work planning, organizing, and coordinating the activities of assigned functions of Weber County Emergency Management with a primary focus on administrative duties for the department and management of the Volunteer Programs.

ESSENTIAL FUNCTIONS:

Assist with the Weber County CERT Program by scheduling the monthly Weber County CERT Council meetings, preparing an agenda, assisting the Council Chair in conducting the meetings, recording and distributing the meeting minutes, arranging monthly trainings, sending out invitations, setting up the training instructors, conducting the training sessions, setting up and administering the delivery of the two yearly CERT Courses, keeping the roster, arranging the trainings with instructors, collecting the fees for the backpacks and equipment purchased by the CERT Course attendees, making sure that all course requirements are met by attendees and planning and executing the mock disaster operations of the final CERT course class. Maintains all CERT equipment, inventory and maintenance including that within the CERT Truck. Assist city CERT Council Members with their programs in regard to support and mentoring.

Assistance with the volunteer programs will include (but are not limited to) administrative management of the Weber County Community Emergency Response Team (CERT) Program and the Weber County Communications Team (A.R.E.S.).

Assist the county A.R.E.S. Emergency Coordinator with any needs including supporting the monthly meetings, assisting with uniforms, minutes for the meetings, call-out scheduling including for planned events, assist with training needs and overall support for the program. Assists in the administration of the applicant process. Bring any equipment concerns and needs to the Homeland Security and Emergency Management Program Director's attention for the team. Assist the Logistics Team in making sure that all equipment within the Mobile Command are maintained appropriately for the Weber County Communications Team use in support of planned and real events.

Assist the department director with administrative duties included and not limited to meeting and training scheduling, agendas, meeting minutes, equipment maintenance, filing, organization of emergency management supplies and preparedness materials used for outreach and program activities.

Assists the EM Tech/Planner with the logistics responsibilities for the Weber County Emergency Management department and planning preparedness, as assigned. Serves as a backup to the EM Tech/Planner in regard to equipment management and Logistics Team supervisory duties in their absence. During a time of declared disasters and/or an extraordinary emergency performs response work on-scene or in the Emergency Coordination Center when necessary to support response and recovery activities or at the scene. May assist with preparedness training for Weber County departments, all 15 city emergency managers, special districts, the private sector and volunteer agencies in preparing for, responding to and recovering from disasters and large emergency events in Weber County in support of Weber County Emergency Management objectives.

Reports to the Director of Emergency Management on a routine daily basis for all volunteer programs and tasks as assigned. Assists the Emergency Management Technician/Planner/Coordinator with equipment needs and other tasks as assigned by the Director

Will train and become familiar with processes and responsibilities of the Logistics Team and obtain working knowledge of the maintenance and operational readiness processes of departmental emergency equipment to assist as a back-up for the EM Technician.

Works within and assists in establishing, coordinating an Emergency Coordination Center (ECC) (and/or the mobile command post) and its on-going staffing and function; assists in the implementation of disaster policies and procedures for operation of the ECC; maintains equipment personnel and supplies for ECC activities as assigned.

Understands and assists in the coordination efforts with county departments and districts when assigned to perform their emergency support function capabilities as outlined in the county Comprehensive Emergency Management Plan (CEMP).

Work within and assist in managing a mobile command post setting; work within the incident command structure to develop and implement incident action plans; maintain logistical support of equipment and supplies for mobile command post, ECC and response activities.

Assists the Technician to maintain an accurate and up-to-date inventory of all disaster equipment in Weber County.

Performs research as necessary for planning and response.

May be asked to assist with planned events within the county as assigned to Emergency Management.

EDUCATION/EXPERIENCE :

Education: Two year degree in an emergency management, response or public safety related field, preferred

Experience: Three years of emergency management, emergency response or public safety related experience.

OR combination of education and related experience.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA):

Knowledge: Basic awareness of disaster planning, response, recovery and mitigation. Skills: Use of emergency communications equipment; logistics; writing and personal communications; personal computer, including word processing software; Smart Phone; copy machine; mobile and handheld radio.

Abilities: Ability to effectively organize and schedule facilities and meetings; ability to communicate effectively both verbally and in writing; ability to establish and maintain effective working relationships with other outside agencies, boards, groups and the general public; ability to maintain working partnerships and relationships which help to accomplish emergency management goals and objectives; Ability to make sound decisions.

YOUR SPECIAL QUALIFICATIONS :

Must have or be willing to obtain their Community Emergency Response Team (CERT) Certification within 6 months of starting the position.

Must possess a valid Utah Driver's license and have a good driving record.

Must meet the background qualifications of the Weber County Sheriffs Office.
