Continuous Improvement Manager - Hospital Administration (Finance)



The County of Riverside's Hospital Administration Unit at Riverside University Health System is seeking a Continuous Improvement Manager to join their team in Moreno Valley.

The Continuous Improvement Manager will collaborate with front-line leaders and teams at our Community Health Centers to drive continuous improvement and manage for Daily Improvements (MDI), aiming to enhance operational performance through the development and implementation of best practices, policies, processes, and procedures. Key responsibilities include consulting and coaching on leadership competencies in continuous improvement, facilitating Value Stream Analysis, Rapid Improvement Events (RIEs), and projects using problem-solving methodologies, delivering data-driven analysis and reports to support administrative and operational decision-making, managing multiple high-priority projects with a focus on ownership and accountability, and proactively addressing potential issues with timely escalation when necessary.

Schedule:
9/80F - Will require frequent travel to County locations on most days.

Competitive candidates will have:

  • Background in healthcare operations, ideally in Community Health Centers or ambulatory care
  • Dedicated Lean Facilitator experience
  • Lean Six Sigma certification (Green or Black Belt) preferred with applied experience
  • Knowledge of Managing for Daily Improvement (MDI) systems and continuous improvement methodologies
  • Experience leading Lean initiatives, including Value Stream Mapping and Rapid Improvement Events (RIEs)
  • Proven project management experience across multiple high-priority initiatives
  • Able to interact effectively with diverse groups and act as a facilitator of change management
  • Experience interpreting and analyzing EHR data (Epic or other)
  • Experience with data visualization tools (PowerBI or other)
  • Proficient computer skills, including Microsoft Excel, Word and PowerPoint

*Continuous Improvement Manager is the working title for this classification, the established title is Business Process Manager.*

  • Under the general guidance of the CI Program Administrator, contributes to the development & deployment of best practice Lean vision, strategy, policies, processes, and procedures to aid and improve operational performance.
  • Contributes to new RUHS initiatives and projects, review and communicate the impact on Lean activities.
  • Develops and maintains strong relationships with internal and external stakeholders to ensure optimal performance & service delivery.
  • Consults and coaches others in developing their Lean leadership competencies, and leader standard work, and assists leadership in promoting and spreading Lean across the organization.
  • Provides project management, analytical and research skills.
  • Leads the facilitation of improvement projects and events of a complex nature with minimal oversight, including assessment, planning, and follow-up. May be responsible for oversight of multiple Value Streams. Meets quality standards and the production of expected deliverables during all phases of the event and project life cycle.
  • Coach and facilitate teams in Lean Rapid Improvement Events (RIEs) and projects using A3 Thinking methodology for problem-solving. Leads by example in the use of Lean concepts, tools & techniques to drive continuous improvement and achieve long-term sustainment and promote an organizational cultural transformation.
  • Coaches process owners on A3, Rapid Improvement Events (RIEs), daily management system (DMS), implementation of completion plans, and sustainment of Lean events.
  • Coaches and mentors Leadership teams in establishing and maintaining the strategic focus area, action plans, dashboards, and tools to manage the execution of the work.
  • Proficient in collecting, analyzing, and interpreting data and capable of translating analytic findings to a non-analytic audience.
  • In concert with project sponsors and Continuous Improvement Leadership, identifies relevant process and financial measures to assess continuous improvement outcomes.
  • Stays well-informed on current best continuous improvement practice(s) to be utilized in continuous improvement projects and Rapid Improvement Events (RIEs).
  • Participates in meetings and presents information, such as data-driven analysis and reports, methods, and other results in a logical and understandable format to a wide variety of audiences to assist management in making administrative and operational decisions.
  • Moves multiple high-priority projects forward simultaneously. Demonstrate ownership and accountability of projects/performance. Anticipate potential problems, issues, and needs and proactively address or elevate to Program Administrator of Process Improvement.
  • Develops, implements, and manages key performance indicators (KPIs) for each area of responsibility.
  • Provides education and training for management and Team Members relating to project requirements using various tools such as event-based training and other formal and informal educational opportunities.
  • Serve as a link to the continuous improvement teams, working groups, and implementation teams. Enables vital stakeholders' participation and acceptance of change efforts.

Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in engineering, business or public administration, information management, healthcare, or a related field to the assignment. (Additional qualifying experience may be substituted for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education).

Experience: Three years of professional experience, of which one year was in a technical lead or supervisor capacity, with subject matter expertise in continuous Improvement methodologies, process/project management including participation in improvement projects or operations, business systems management, information technology management, business processes and procedures, financial reporting and data.For questions regarding this recruitment please contact the recruiter, Jill Eastman at JEastman@rivco.org Apply
